Yeah, it's not a rare problem - Comics, RPG's, movies, it's just hard to play/write above your true INT. I think the underwear model in Transformers 3 was the latest laugh-out-loud one for me.
In general, I've found that smart writers can write dumb characters pretty convincingly. The inverse has not held true.
